The role of Government?

I used to think that Business is the most effective way to do most of the thing, look at the US promoting "free-market", look at every economic textbook saying government control will create the "deadweight lost". I used to think it is just a theory, but today I experience how a business-oriented society can be a mishap.

I want to go to Spencer to buy my everyday food on my collegue's car,
the 3-minutes-walk carpark walking turn out to be 15 minutes as the nearest one is DAMX full,
the 10 minutes drive turns out to be 30 minutes due to FU_cking traffic jam.
Want to go back from Spencer? Ask your friend for help as there is no public transport between the longest Shopping Mall Road in Asia, MG Road, to the multi-national business Hub in India, DLF Phase 3.

WHY???
1. The financial return of Office is much better than a carpak, the rent of carpark is as attractive as a office leasing if the fee of parking is USD 10 per hour (compare to my poor salary which is around USD 300 per month....) And the leasing term of office is 1-2 years, while the term for car-park can be ranging from hourly to monthly.

2. The automotive company wants to increase their car sales, so ask the government to "control" the growth of public transport among Gurgaon so more people need the car. So trafiic jam is a consequence of a "stimulated" demand for car. And you have no choice to escape from the traffic jam as there is no subway in Gurgaon, urban-planning become a luxury in Gurgaon.

WHy can it happend to be the so-called "city of mall/ MNC" , where tons of shopping mall and Consultanting firm like Bien,Mckinsy and Technopak ( of course ;P) located, with poor organized infrastructure?
It's all about the overwhelming power of business in the abscent/insignificant of government monitor.

As business used to be financial oriented, government should be a goal-keeper of the citizen benefit, a montior of the passed law, and an advocate of long-term planning. But sadly, I see none, or insignificant amount in Gurgaon.

Look at the bright side, the government in Gurgaon can surely improve a lot in this few years if they are dedicated to put a few things on the balance except the gold bar, as it doesn't have much expectation from the citizen so it can do things out of expectation, it doesn't achieve much things so has lots of growth potential.
